Download CSV Report Access to Power User

We need to give access to all users so that they can pull out reports (Download CSV) from their respective folders. Currently if someone has access to only one folder as a user or power user they cannot download a CSV report. This puts additional pressure on admin and owner access holders in the organization. This is much needed for hiring where the hiring teams usually have access to a folder only not the entire portfolio.
