Job Target Candidates

When sorting candidates by last name, the candidates are not included in the alphabetized list when the first letter of the last name is entered in lowercase letters. The upper-case letters are prioritized. Then, candidates whose last names are entered lowercase as the first letter are tacked on at the end and then alphabetized by lowercase letters. Two alphabetized lists are created.
