Add Modify Button for PI2 Collaborative Target

Currently the collaborative target provides an average of all contributors, but does not allow the user to make any modifications. There could still be refinement needed on a collaborative target, so adding the modification button is needed.

Megan Antonelli AdminHi Curtis, thanks for your feedback. We do support modifications to the collaborative target today! This can be accessed by clicking on the "Manage Inputs" button in the upper right-hand corner and then any desired adjustments can be made by dragging the orange bars and selecting "Save Changes" at the bottom.
