Interview Guide and Folder visibility

Remove the feature that blocks a user from being able to pull an Interview Guide for a candidate if they do not also have access to the Folder where the Job is located. We have clients who build Job Targets in folders that not everyone has access to in order to limit the possibility of someone accidentally editing a finalized Job Target, but it's also limiting managers from generating Interview Guides.
