Job Targets - Do not allow a match score if the job hasn't been Assessed Yet

We highly recommend that a client should not see a match score for a candidate to a position where the job target wasn't even sent out to be assessed or the target wasn't finalized. We just had this happen with a client and thankfully they engaged us to see why the match was so high.

Though the status is showing as done but when we tried on various job targets in which either the score has not been set and even when the job assessment has not be filled up, it is still showing a BA and CA match score !! We have tried this in incognito mode also but the same result.
