Job Target modifications management for Admins

If there is no way to "lock" Job Targets in the site, there should be some kind of administrative feature to view timestamps of Job Target modifications that include a list of modifications, what changes were made (i.e. title change, target change, etc), the user who initiated and saved the changes. I believe the system only shows the most recent modification
