Job Target factors - all high or low (2.0)

At the moment it is possible to set up a Job target with all factors either on the high or the low side - we need something to stop this from being possible

Alina Kish MergedThe software should not allow users to save a job with all factors on the left or all on the right of the midpoint, since we know those people do not exist. It creates false expectations to the untrained people and their results using PI will be disappointing.
